I think that's how his name is spelled. Anyhoo, on the Promenade, there is a painting seller just north of Maheer, the guy that upgrades the horn of Valhalla.

Did Quartus do anything relevent in the game that got cut out? Or has he always been local color for us gamers who talk to named NPCs?

I believe Quataris (sp?) was designed to be part of a Haer'dalis quest that didn't make it into the finished game. A couple of misc. items seemed to suggest the plot was that he had a Bust of Sune stoled and Haer'dalis framed for it.

It's a shame so many quests were left unfunished by the designers. Perhaps an official "Completed BG2" will arrive soemday? :D

There's an excellent thread in the UB forum where Icelus has posted letters from David Gaider, an original BG designer, which discuss MANY of the unimplemented ideas and plans for the game. Some might make you go "meh", but some will definitely make you go "if only!". Definitely worth checking out, if only for the historical value.

So, no one has done anything about this art dealer? Wondering out of curiosity...

It's on the Unfinished Business "to do" list, Kuemp...I believe it's in progress right now.

I know he is an evil guy, so I guess he is some sort of criminal of smuggler of art. It is suprising how many evil people are in Promanade though. Check with your paladin's Detect Evil.
