I have a simple question. If you get scroll that you already have written in your book, can you use that scroll once as a spell? e.g. my cleric has a raise dead scroll, if i want, can i just use that to raise someone rather than to mem it and keep it memmed in a slot in my spell book? If so, how do i do this? which icon is it on the taskbar?thanks.

Yes, you can. Although, cleric's automatically have know all of their spells - unlike a wizard who needs to learn them from scrolls, or a sorcerer who just 'picks them up' as she goes.

To use the scroll, place it in one of the item quick slots on the character's inventory page. These may not appear on the quick slot bar of the main screen, however. You will most likely have to add a 'quick item' slot to that bar by right clicking an empty space, select 'quick item', and then the actual slot (1, 2 or 3). Repeat for each quick item.

Yes you can automatically use it as long as you meet the minimum ability score requirement. This is wisdom for clerics, charisma for sorcerers, intelligence for wizards, etc. It is 10+ level of the spell.(you need an ability score of 15 min. to cast 5th level spells) At least that's how I interprate the rules

You don't need to have the minimum ability score (Wisdom, Charisma or Intelligence) for a spell scroll. In the 3e PnP rules you would need to make a Spellcraft check to use any spell above your character's normal casting level - but this doesn't seem to have been implemented in IWD2.
