How customizable are D&D characters? What is the most you can customize them? can you make your own race?

Skills, feats, prestige classes, and tweaking of the classes (if your DM lets you) provides an enormous amount of customization. You can have a druid that knows how to pick pockets. You can have a Paladin that knows how to bluff his way out of a conversation. You can have a fighter who sucks at swinging a battleaxe, but is great at aiming a bow.

I'm not sure what you mean by "most you can customize them", but as stated above, you can do so to a pretty big amount.

Obviously, you can go ahead make up races that you want to. Whether they'll be used or not in a campaign is the DM's discretion.

If your DM is realy nice and the setting agrees with it then the DM will generaly allow you to make up your own race. As long as its not too über or out of place. Aliens in D&D don't work, but an alien in say, the correct pathwanderer setting would be all good and well.
Characters are completly up to you in most things, completly customisable within reason
