Yes, you must first write the spell in your spellbook. (right click the spell in your inventory) Then memorize it .

If you play at normal difficulty save before you try scribing it, so you can reload if the attempt fails.

It's better to scribe scrolls instead of using them for casting.
I never used mage scrolls for casting spells directlyin my game , once scribed you can cast a spell as often as you want if you memorize it and the money you get for selling double scrolls is usually far more useful than an extra spell charge.

Or you can use potion to increase your intelligence for minimizing the risk of failing and to allow you learn maximum spells per level.

Bards are great at identifying items as they get 10 lore per lvl. Have your party member bard look at the blue (magic) item by right clicking it. Odds are high that he can identify it easily if he has very high INT and WIS.

Most shops and Ilmater temple in Kuldahar can identify as well, for a low price!

Once you scribe identify scroll to your book, memorise it. Rest. Now right click the unidentified item, select 'identify', it will ask you to identify with the spell or scroll. Choose spell and voila! Rinse and repeat if needed!
