Currently running on a 1.7 gig Celeron processor with 512 megs of memory, and a Geforce 2 32 meg video card with the latest drivers, and yet the game still doesn't move as smoothly as I thought it would, even with all video stats on the game set to minimum. I figured it'd move smooth like Diablo 2, or am I wrong?

I'd ask if you can remove this (latest) driver you use and replace it with older one. If you'll go for it, check with the version 30.82. Yes, I know it's pretty old one.
The older detonator drivers you may find in archives here:

Why am I posting this? Because I've seen few reports about halving the performance in 3D with 40.72 drivers.

Another source which can cause the graphics slowdown problem is pretty odd (at least to me). Sometimes happen that you only need to switch sound blaster and ethernet cards to different pci slots and graphics problems get solved.

You could also turn off EAX. It eats CPU, and turning it did a lot with the game on my computer (and I didn't have to turn down the graphics).

Yes (Asus AGP V7700 GeForce 2 Pro 64MB DDR), and I'm running 40.41 drivers and 1024*768 smooth enough. EAX can be sacrificed before graphics anyway.

I'm running on a 1.7 gig Celeron, 32 meg Geforce 2 MX 400, and 512 megs of memory, and yet I can't get more than 5-6 fps, kinda ridiculous, isn't it? And I'm on Win2000 with the latest drivers, help. :(

You can download the 30.82 version of the nVidia drivers here. You should try them.
