A creature who has racial hit dice on top of their class hit dice has NPC levels right?

Lets say I have an orgre with four levels of Wizard and his has 6d8+4d4 hit dice he has 6 levels of giant and 4 levels of wizard right?

Also, looking through half race templates and for skill selection for non "classes" (such as dragon for half-dragons), it says treat skills from the base creature's list as calss skills. That seems to say to me that a half-dragon/half-human with levels in dragon can take just about any skill as a class skill... that somehow seems ridiculous.

I'll tac on another question. Yuan-Ti Purebloods start with 6 levels of monsterous humaniod on top of their class level. Do the non-class levels of monsterous humaniod still count toward how soon the Yuan-Ti gets his +1 to abilities? At his second class level would he get his second attribute point (first one when the fourth level of monsterous humaniod is taken)? His first point at his fouth class level instead?

You need to take a look at Savage Species, me thinks. As for your Yuan-ti, yes, s/he would get another attribute point at level 2 in a class. You use the ECL for that.

Whatever is mentioned in the skill bonuses are the class skills for a non-class monster. EX: A centaur gets pluses to Spot, Listen, Move Silently and Survival. So his/her class skills would be those 4.
