What should the % levels of the following skills be at the end of the game (IWD + HoW + TotL) to succeed all the time?

    - Find Traps (at about 120% now)
    - Open Locks (at about 120% now)
    - Pickpocket (at about 90% now)
    - Sneak (at about 80% now)

    Thanks!

To succeed all the time? Minimum 75% for Search Traps, Pick Lock/Disarm.
Sneaking has a chance of failure regardless of your skill. And so does Pickpocket.
Depending on the race you might get better skills. And there are several items that can increase them. Girdle of Gond is one.

IIRC, your skills max out at 100% + DEX and Race modifiers.

I've been able to raise the base skill levels over %100 at level up time... so that's why I'm asking :)

There's always a small percentage of failure with stealth and pickpockets, no matter how high the skill is. I don't remember exactly at what value they max out (the value's not the same for all skills), but I remember reaching it (that's when the game stopped giving me skill points) and it was not a guarantee of success, except for pick locks and find traps.

The main thing is what level of open locks and remove traps should be good enough to get me through the game and both expansions? Do the difficulty settings affect locks and traps, too?

I'd like to use leftover extra skill points for sneaking, which I assume help the chance for a succesful backstab....

No. Only the damage and the number of HPs the enemies have is affected by increased difficulty.

Increased difficulty also adds more monsters at certain points.
