O.k. I finally got ToB and was looking at how it ties in with BG2:SoA. There are two options to start the expansion. First you can install it while you're still playing OR you can wait until you finish and play the added areas. Which is best?

I havn't got it yet (In Ireland, so have to wait 'til 13 July), but I'm in Chapter 2 of BGII:SoA so there's still alot to go for me.

I'd say install it now, while you're playing so that you can get more exp and special abilites before you go into ToB.

It wouldn't matter all that much to your character unless you can play through the game as a solo mage or something like that (which, unsurprisingly, I managed to do both in SoA and ToB, though Watcher's Keep was a pain in the butt) to where you can get yourself above 2,500,000 experience points. Otherwise the game will automatically raise you up to 2,500,000 experience points as well as give you a heaping load of items.

The only ways I can see it as being worth the time is if you're either importing a character you made in BG1, to play through the entire story in one take, or to play as a Wild Mage in SoA.
