where is the ring of lock picks?

    You'll find it in Chapter 3.

    If you allied with the Shadow Thieves, and are in the main Shadow Thieves headquarters, a thief will approach you and try to talk you into overthrowing the present Guildmaster. But another Shadow Thief stabs him in the back before he can finish what he's saying. On the dead conspirator's body is the ring.

    If you allied with Bodhi & Co., you should be able to find the ring on one of the thieves during the assault on Aran Linvail and his thieves.

    The ring, IIRC, adds 20% to the lock pick skill.
