Why don't more RPGs use "Party Banter"?

Yeah, 1.13 is fantastic. They've really gone to town with this game and made it pretty amazing (but would probably be too overwhelming for absolute new players). And yup, on Bearpit as well.

    Banter in games... Lets see
    Oblivion-terrible

Morrowind-SLIGHTLY better (none of those subliminal shop adds ;))

NWN2-Either too much or too little, and none of it was any good

Company of Heroes-Surprisingly this DOES have banter, which is odd for a RTS. It's fun to hear soldiers talk amongst themselves, shout obscenities at their enemies, and complain about the weather :)

WoW-Limited to "go kill x amount of y for z". yawn

Fallout 3-Not bad. Character interactions in towns are limited and boring (and smell of subliminal advertising) however enemies screaming at you is rather fun :)

Half-Life- The NPC's talked to each other. Scientists talked to other Scientists and security guards. Soldiers talked to Soldiers (and shouted at you). Not bad, but rather limited in dialog (few scripted responses)

And thats everything I can think of.
