    I was thinking of the state acting as a feudal senior. In a feudal system, you own your land (you aren't a tennant or anything) but your senior also owns your land and his senior owns his land and so on.

    The UK has compulsory purchase orders to enable the building of transport infrastructure (Roads & Airports mostly, the proposed land take on the Stansted and Luton airport expansions is immense) and there has been a recent change in law to allow local councils to seize dilapidated and vacant properties and renovate them for council (although no longer called that) housing. The tendancy for inner-city develpments, for instance hospitals, has actually been to sell off the existing building for housing/offices and construct a modern, up-to-date one on the outskirts of town on land purchased in the normal fashion.

    How is it different? Eminent domain doesn't mean the government just takes your land without compensation; it just means they can force you to sell it to them.

    With a little more digging, it would appear CPO's can be arranged for just about anything. They are raised by the council/government agency and authorised by the secretary of state.
