    Taking advantage of skill combos, spells, etc. offered up by the game, even if sometimes they give an unfair advantage, is not cheating, imo. The developers have created the game to be played, in however manner we choose. Depending on the mod, I do see that as a cheating of sorts - but then, in my experience, I've only played mods after going through the game first, as is. In the end, there is no great omnipotent Game God to punish us for how we play. It's supposed to be fun and people seek that in different ways.

    On topic, I don't consider it possible to cheat in a single-player game. Even if you buff up your party before battles, create or smuggle in overpowered items, give yourself 10 extra levels and 21+ in all stats, and exploit all manner of weaknesses in the gaming engine, you're really not cheating anybody - except yourself. ;)

    3 INT is the equivalent of 65 IQ, which is pretty damn stupid. Such a person will be barely literate at best. But he won't be a vegetable.

    C'mon people, not the 3 INT fight again. :p

    Given the premises on how the ability scores are rolled (3d6), it follows that every 216th everyday common person in the D&D universe has INT 3. That's just a bit under half a percent of the population. Not the brightest of the bunch, certainly, but you don't even necessarily need to get into actual disabilities to get to that percentile.

    Actually, Sanctuary sometimes makes you invulnerable too, without disallowing you as a target. Or rather, I have seen it make ice priestesses in the temple invulnerable to my attacks.
