If she failed the Ducs' mission during her Pillars of Eternity 1 History, you will first see her at #8 in Queen's Berth. She will initially refuse to join you. You must then have an audience with the Queen in the main floor of the Kahanga Palace. After that, you can find her at #2 in the Vailian Trading Company Headquarters, and then she is willing to join you.

If she completed the Ducs' mission as part of her Pillars of Eternity 1 History, she can join you immediately after the audience with the Queen in the main floor of the Kahanga Palace.
