Berth. She will refuse to join at that point.
To get her, you must then have an audience with Queen Onekaza on the main floor of the Kahanga Palace.
After that, you will find her here willing to join your party.
The hidden container here requires a Perception of at least 18 to detect. It will have the Outworn Buckler and some random treasure.
Luca will be here during daytime, and he is relevant to the Coming
to Terms Task.
This armoire has the Forged
Contract and some random treasure.
