Entering here for the first time leads to a lengthy conversation with the Archmages named Llengrath and Tayn. That in turn starts the Annotated History and Under Observation Quests.
*NOTE* They will be closed off after completing either the Annotated History or Under Observation Quests. The portal at #11 will now become active, leading to your first encounter against the Oracle of Wael. The barrier closing off the stairs will be gone after defeating the Oracle, or being allowed to leave it.
Fassina will be here and available to join your party if she has not previously done so.
Here is an Imp named Drowsey Puke. He apparently concocts drugs to help feed Arkemyr's addiction. An Alchemy check of 10 will reveal he hasn't had formal training in being an apothecary. You can sample the drugs, which can make for interesting dialogue depending on who else is in the party. It doesn't have any in-game consequences as far as I can tell.
He also provides the functional equivalent of a tavern, including options to change your party composition or retrain characters. The two resting options he provides include:
Light Sleep - +10% Maximum Health
Deep Slumber - +10 Will, +5% Spell Resistance
Also, if you bring it the Recipe - Entrancing Daze from the Spun Terrace, Entrancing Daze (Resistance to Intellect Afflictions) becomes a new Resting option for 500cp.
Llengrath will be here after speaking with her and Tayn when you first entered here. She's willing to respond to various questions, such as what she thinks of her colleagues in the Circle of Archmagi.
It leads to a pocket of The In-Between and your first encounter against the Oracle of Wael. It may let you leave willingly if you've so far spared enough of its residents (e.g., Like not killing too many Librarians and/or the Giant Luminescent Spore). It will attack if it decides that you're a threat and a murderer of its servants. It's helped by a few monsters like Observers, Shimmering Dreambeasts and Scavengers of Visions. Its main method of attack are its eye beams, so Spell Reflection or Potions of Reflection are definitely helpful here.
You can leave The In-Between should you win, and the magical barriers that had been blocking off the stairs at #4 and #12 will now be gone.

The door here will only open if you approach it from the other side at #14. It will close behind you after you pass through it.
