The Kuldahar Pass is attained after you leave Easthaven with Hrothgar and others he had taken along with him. During your travels, the party was waylaid and an avalanche ensued blocking the pass between Easthaven and Kuldahar. I'm sure you'll get your revenge on those damn Frost Giants soon enough! Being the only ones to survive this horrid event, it is up to you to find out who or what Hrothgar was going to talk to once reaching Kuldahar. Of course, you'll have to make it there first.
Kuldahar Pass is filled with more Goblins who have taken over the mill that rests in the pass and you will have to deal with some or perhaps all of them to continue your way to Kuldahar. Kuldahar Pass is a great place to work on your fighting skills against lesser creatures, get some pocket cash for the stores that you'll come across in Kuldahar and of course, experience.
The Pass holds two notable places that you may wish to visit.
The first is a tower where Chereg, a stupid Ogre makes his home. Insult him and he'll attack you, be nice and he'll leave you be. This is a good chance to see how you fair against larger creatures. Better yet though is getting extra and more experience than you would by killing Chereg himself. Seems like this big guy has a severe headache and this can be looked at and taken care of if you meet the right people. Leave him alive and when you arrive in Kuldahar, you'll want to chat with Arundel who can give you a potion to help Chereg's headache.
The second is the cave just north of the tower which houses more Goblins feasting on dead Beetles and another Ogre which I'm sure you'll enjoy bringing down. You'll find the source of those Beetles if you explore the small opening from this location in the top right corner. Within, 3 or 4 Beetles will greet you as well as fallen Goblin corpses for you to loot.
You will also want to go down the mill, to the basement where a young child Nate is hiding out in one of the closets. Freeing him will gain you a good amount of experience as well. It's surprising how much Kuldahar Pass has to offer if one would simply look around. Of course, I never did when I wrote this solution and I want to send out mad shouts to all you peeps who sent me e-mail about this area. Those names can be found below, under the Quest section. Once your done, make your way to Kuldahar by passing the Mill and the strew of dead Goblin bodies.
Poor old Chereg The Ogre within Kuldahar Pass who lives in the tower there is experiencing some heavy headaches of late. Rather than killing him or getting him angry to have him attack you, you can travel to Kuldahar and speak with Arundel who will give you a potion to cure his headache. By doing this, you will receive experience once you return to Kuldahar Pass and hand the potion over to Chereg.

Although not a quest, this is something that will still gain you experience while you are visiting and going through Kuldahar Pass. It is in regards to Nate, a small young boy trapped in the basement of the mill who can be found in one of the closets. Free him for some experience.
