At #23 on the Gilded Vale map is is the mill for the town of Gilded Vale. What becomes immediately apparent when you approach the mill is that there is a feud between the mill owner named Trumdel and some local farmers led by Sweynur. Sweynur, along with Gafwen and Brethan, will end up at #6 on the first floor of the Black Hound Inn after the present argument ends.
There are multiple ways to resolve the feud:
You can side with Trumbel by speaking to him first, then speaking to Sweynur, and then using a Might or Dexterity or Resolve check to get Sweynur to back down. Speaking to Trumbel again will complete the quest.
You can also side with Trumbel by speaking to him, then speaking with Sweynur and selecting the "Aggressive" option during dialogue. This will cause Sweynur and the others to attack you, and necessitate killing them. You can then speak to Trumbel again to complete the quest. Doing things this way results in a reputation loss with Gilded Vale.
Another way to side with Trumbel is to speak with him first, and then use a "Diplomatic" option when speaking with Sweynur so as to offer to buy them a round of drinks. The round will cost 6cp, unless you have a Resolve of 12 in which case you can persuade Pasca to provide the round for free. Getting them the free round will earn a minor gain of positive reputation with Gilded Vale. The quest can be concluded by speaking to Trumbel again, with the result of another moderate gain to reputation with Gilded Vale.
If you want to side with Sweynur, you can speak to him first and then Trumbel afterwards. If you have a Resolve of at least 14, a dialogue option of "Is your self-righteousness worth losing your family over?" becomes available that will persuade Trumbel to willingly lower his prices. Doing things this way will results in a reputation gain with Gilded Vale.
Another way to side with Sweynur is to speak to him, and then use a Might check of 16 or a Resolve check of 18 to bully Trumbel into lowering his prices. Doing things this way results in a reputation loss with Gilded Vale.
However it plays out, a small xp reward is also the end result.
