Herla will be at #17, next to her mud-stuck wagon. She would appreciate it if you could find her partner, Benno.
You will find Benno entrapped by magicial sigils at #19. Freeing him is the focus of the task. If you're a Wizard, a dialogue option becomes available that provides insight on the magical forces trapping him. Clever and Cruel replies are also available during the conversation.
You will have to travel to the southwest area of the are to make progress. That means that you will have to fight multiple waves of Bog Cultists. Some of the battles can be tough, so don't be afraid to let loose with your spells if that's what is required to survive.
A clue will be provided by An Angry Letter, which is in a crate at #32.
The solution to Benno's imprisonment is provided by Badrwn's Notes, which is in a crate at #34.
Return to #19 and click on Benno to speak with him. Several Tethered Spirits will speak to you. A Diplomatic reply is possible early in the conversation. They express their wish to reform Benno's soul so that his personality becomes more benevolent. You can refuse the request and destroy the sigils that are holding him in place, possibly with Benevolent or Passionate replies. Doing so causes the Spirits to attack, all of whom cast Wizard spells. They leave behind Spirit Residues when killed.
The other option is to accede to their request and let them go to work. Neither option has long term in-game consequences, and is purely a roleplaying choice.
Return to Herla at #17 and she will reward you with 2,000gp no matter which choice you make. She also makes her store available to you. She sells mostly weapons of Fine or Exceptional quality. Her more distinctive items include:
