Rum-Dumb Riggere is being
held in a jail, the entrance to which is at #14 on the map of Port
Maje Harbor. He would like you to free him, and he'll join you as
crew member.
The most obvious way is to pay Savia 400cp to free him. There will be
an option to talk Savia down to 300cp if you previously completed the Restoring Order task for her.
Another way is to open the gate to Ruggere's cell. If you do it while
Savia is close by, even near the adjacent cell, she will go hostile.
That in turn is likely to mean reputation loss with Port Maje.
It is possible to open the gate while she's far enough away, as in the
west well of the jail, at certain times. After midnight is an obvious
time.
As for the door itself, you can make a Mechanics check of 3 to open the
door yourself, or use a Sleight of Hand check of 1 to pickpocket her for
the Port Maje Jail Key,
which will open the door.
Another option involves blowing out the back wall of his cell. You can
go to the upper floor of
Kraken's Eye, the entrance to which is at #9 on the map of Port
Maje Harbor.
Go to Norgun at #3 on the map of the upper floor. Purchase a Cinder
Bomb from him.
Go back to the jail. There's now a portion of the right side of the jail
building that you can click on that you couldn't previously. Click on
it, and you'll have the option to use the Cinder
Bomb to blow out the wall. Ruggere will run out the opening, and
the task will be completed.
Note that doing things this way will earn disapproval from both Aloth
and Xoti as an irresponsible
action.
If you broke him out with the bomb or by unlocking his door without alerting Sevina, he will be waiting for you a little south of #13 on the map of Port Maje Harbor and ready to join you as a crew member. If you ended up killing Sevina to break him out, he'll be waiting on your ship as a crew member.
