Here you'll encounter Tebe, the official greeter to Sayuka, as well as
her supervisor, the Undersecretary. They're simply there to provide
background.
Here is Marofeto Liano. You can get him to give you his Amulet, Claim
and Refusal, either through a combined Bluff check of 6 and
Diplomacy check of 6, or through an Intimidate check of 5 that earns
Cruel Disposition.
He can also teach Marofeto Liano's Training (+1 Insight, +1 Intimidate)
for 3,000cp. He'll refuse if you previously used the Intimidate check to
force him to give you the Amulet, although you can get around that by
putting off demanding the Amulet and getting the Training first before
getting the prize.
Here is the Fleet Master's Office. Fleet Master Okaya will be inside.
She'll reward the party if they completed what is necessary for the
Quest called A Matter of
Import, and in turn provide the Overgrowth
Quest.
Here is the Huana Longhouse. A locked chest has a Superb
War Hammer in it. Beyond that, it doesn't serve much purpose other
than to show that the local Huana have been obliged to become more
egalitarian and cooperative with each other despite caste differences
owing to the Rauataian occupation.
Here is Koami. She sells weapons and a few other items. Her
distinctive items for sale are a Great Sword called Distraho
and a Spear called Stalker's Patience.
Here is the entrance to the
Workshop. Entering it and speaking to Iverra within will prompt her to
reveal the location of Cignath Mor, which
progresses the Overgrowth
Quest.
Leaving the Workshop after entering it the first time leads to an attack
on Sayuka itself by several Bog Druids and animal minions, which
triggers the Hunting Season
Quest.
The Workshop itself has several Wizards named Coralmasons. They may drop copies of Mentoka's Grimoire, either inside the Workshop if you decide to slaughter the town or outside after the attack by Bog Druids and wild animals.
