The Luminescent Adra Shard is on the altar at #5. Click on the large crystal at #6 with the Luminescent Adra Shard in your possession, and the shrines in a ring around the crystal will become active. That means you can now pray to the Gods.
The Shrine to Berath is at #10. Pray with the words, "There is life in death, and death in life." Berath will respond with a vision of an Elven woman and a Dwarven man that ends with the words, "Return them to the Wheel." That's clearly a mandate to end their lives.
Iswld can be found at #16 of the map of Elm's Reach. She'll indicate that High Ovate Erona can be found in the Elmshore.
High Ovata Erona will be at #14 on the map of Elmshore. You could attack her without much dialogue. She and her fellow Druids and Rangers shouldn't be difficult to overcome. The loot will include:
Alternatives, you can also make a Resolve check of 15 to convince her to end her own life. That will earn major boosts of reputation with both the Ovates of the Golden Grove and the Ethik Nol.
Your second quarry is in the Blood Sands, the entrance to which is at #21 on the map of Elm's Reach.
Achdruid Rehstin is at #20 on the map of Blood Sands. It's possible to engage in extensive conversation with him after he sacrifices an Elf on an altar.
At some point he'll express derision towards the Ovates of the Golden Grove, to which Benevolent, Cruel, Passionate and Stoic replies are possible.
At some point you'll have to inform if of your intentions to kill him. A viable strategy is to have a tank at the top of the stairs on each side, have your damage dealers take him out right away, and keep your spellcasters at a safe distance from anyone as a result. Rehstin will personally leave behind once killed:
Every other member of the Ethik Nol will go hostile. The one exception will be Keeper Wrdha, and she'll still keep shop afterwards. That means you have to fight your way out. The other members of the Ethik Nol come equipped with pretty much every possible weapon, either of mundane or Fine quality. They tend to wear Hoods, Robes, Fine Robes. A few of them will be wearing Blood-Blessed Skaen Cultist Robes.
There will also be the odd Earth Blight or Flame Blight that drops Primal Rocks and Primal Flames respectively.
Completing the quest involves going back to the shrine of Berath at #10 on the map of Teir Evron and informing him of your success.
Berath thereafter will request a boon of you. He will help you to reach Thaos for your final confrontation, but afterwards, will want you to return the souls of the Hollowborn children back to the Wheel. You do not have to commit to this right away, and can in fact make it clear that you may want to hear what other gods will want and offer in return so as to keep your options. If you accede to Berath's requests in preference to requests made by the other gods, that will in turn conclude the Council of Stars quest and you will receive the Berath's Boon (+1 Resolve, +5 Defense vs. Paralyzation and Petrification) talent.
