The entrance to the Hall of Warriors is at #10 on the Elm's Reach map.
At the back of the Hall, towards the northwest corner, will be Simoc. Aggressive, Benevolent, Diplomatic and Stoic replies will be available during the conversation.
He will explain his problem. He does not consider any of his current children to be worthy heirs, partly because they lack strong enough personalities or leadership qualities. There is an Orlan child named Vela who will have those qualities, but is still an infant. The problem is that Vela is a member of a weak tribe called the Fisher Crane. Simoc fears that other tribes won't fear his if his heir is known to have originated from a weak tribe. His solution is to have the child sacrificed at the Blood Sands, and its soul distilled into an essence potion that he can use to produce a worthy heir.
He gives you the Rusty Key so that you can unlock the door to Vela's house.
There are three distinct pathways to completing this request. One is to pick a fight with Simoc, which means everyone else in the Hall will attack you as well. If you're going to do this, position your warriors carefully in a ring around your spellcasters to avoid having them get overwhelmed. The loot includes:
You will also earn a moderate gain of reputation with Twin Elms, a moderate gain of reputation with the Ovates of the Golden Grove, but also an extraordinary loss of reputation with the Ethik Nol.
If you do fall in with his request, his son, Lliras, will accost you as you make your way to the Hall's exit. He does not want you to facilitate the sacrifice of Vela, and would rather arrange for Simoc to be poisoned.
You could rat out Lliras to Simoc, which earns Honest disposition, but Simoc will dismiss the news and it won't affect any possibility of completing the quest however you want.
The second option is to fall in with Llira's request. That means going to see Bledha at #13 on the Elm's Reach map. She'll be initially reluctant to craft a poison for you, and it won't matter which poison you select, but ultimately the end result of the conversation will be that she'll always give you Bledha's Poison.
Now bring the poison to Simoc. He'll be suspicious of what you're giving him. You'll need to make either a Resolve check of 19 or an Intellect check of 19, followed by a Resolve check of 20 or a Perception check of 19. Otherwise, he and the other warriors will attack and the quest will play out the same as if you had attacked him at the outset (see above).
He will reward you with the Large Shield called Thy Clef and ingest the poison if you manage to make the necessary checks.
You will also earn a moderate gain of reputation with Twin Elms, a major gain of reputation with the Ovates of the Golden Grove, but also a moderate loss of reputation with the Ethik Nol.
The third option is to fulfill Simoc's demand. The entrance to Vela's House is at #18 on the Hearthsong map. A couple of crates in the house will have random food items.
