An Orlan named Larha will be at #3. She would like you to find her sister, Alwah, who disappeared after attempting to scout out a placed called the Noonfrost. A Diplomatic reply is available during the conversation.
I will first describe how to do this quest without having any of the Pale Elves go hostile against you and attack you. Vesgel will be in the room at #2. She'll warn you that only a shrine to the east is open to visitors. The rest of the Noonfrost is off limits.
To elaborate, if you see an open passageway without any doors, proceeding beyond will not cause any Pale Elves to go hostile. Going through any doors when there are Pale Elves around to notice it will cause all of them to go hostile. Doors that don't require a specific key to open are marked with 'd'.
The chest at #6 has the Silver Key. A Pale Elf Vanquisher periodically enters the room, but will sometimes go north.
Have your Stealth character wait until he's gone north, quickly filch it, and make your way back out.
The Silver Key opens the door at #9. And behind that door will be Larha's sister, Alwah. Trying to reach her without turning the Pale Elves hostile can be difficult.
The reason is that there are two more Pale Elf Vanquishers on patrol besides the one that enters the room with the chest at #6. Another one frequently comes close to the door in between #11 and #5, but will occasionally go east sometimes. Another one tends to hover around the chest at #8, but will occasionally go eastwards. Luckily, this last one's range of detecting a Stealth character covers less radius than the other two Vanquishers. So the trick is to somehow reach the door at #9 without being detected.
Send your Stealth character ahead after one Vanquisher enters the room with the chest at #6. Proceed carefully north and west, and wait until another Vanquisher goes south so as to be close to the door between #11 and #5. Once that happens, make your way west out of his range. If you get across, you can hug the wall south of the chest at #8 while in scouting mode so as to avoid being detected by the third Vanquisher.
The door at #9 can be opened either by a decent Mechanics skill, or by using the Silver Key. Alwah will be at #10. She's anxious to escape then and there. However, if you tell her to make a run for it, the Pale Elves will all go hostile. Tell her to stay put for now if you want to avoid hostilities.
Having your Stealth character make his or her way back is more difficult still. How I did it was to hug the wall south of the chest at #8. I would then wait until the second Vanquisher was just starting to make his way to the door between #11 and #5. Just as he was going to the door, I would sneak across.
Now here's the tricky part. I have to make it to the door across from the room with the chest at #6. And I have to be fast about it, because the Vanquisher there will soon open the door leading to #6 and will blow my cover if I haven't made it past by then, whether or not I'm in scouting mode.
I find that Boots of Speed give me just the extra edge I need to make it back just before the Vanquisher opens the door.
The chest on the altar at #5 will have the Blue Crystal Key. If any Pale Elves are around to see you even open the chest, they'll all go hostile.
The key itself opens the door at #12.
A chest at #13 will have the White Crystal Key. The key itself opens the door at #14.
*Note* When going about the west wing, it is best to avoid any Pale Elves that may patrol westwards from the central rooms to avoid the Pale Elves going hostile.
The hidden button at #16 will open the gate at #17. It is adviseable to have your Stealth character press the button while in scouting mode so as to avoid being detected by the Pale Elf Sorceress who hangs out near the bookcases along the north wall of the room.
Also, if you want to get your entire party through the gate without the Pale Elves going hostile, it is best to wait until the Pale Elf Sorceress goes to the west side of the bookcases and then sneak through.
The leader of the Pale Elves, Glasvahl, will be at #19. If you made it through without any of the Pale Elves going hostile, he'll be willing to speak to you. You can choose to attack him. If you do, take him and the Priestess out first and foremost. The loot will include:
It is otherwise possible to convince him to release Alwah willingly. That requires dialogue options based on one of having at least two points of Rational disposition, being a Shieldbearer of St. Elcga, being a Kind Wayfarer, or being a Pale Elf. If you are unable to make use of any of these dialogue possibilities, then Glasvahl and every other Pale Elf will go hostile. If you do use one of those dialogue options, then he'll agree to Alwah's release.
Convincing him to free Alwah means you'll get free run of the entire complex. That means you can simply return to Alwah's cell and tell her she's free to go, without having to sneak around.
*Note* If you had also accepted the quest called Into the White Void beforehand, the dialogue with Glasvahl will force you to try to resolves both quests within the same conversation.
*Alternatively* You can complete this quest with the much more violent and straightforward method of simply slaughtering every Pale Elf in sight, and then using the Silver Key to free Alwah.
Likewise, completing the quest called Into the White Void beforehand will have the result of emptying Noonfrost of every Pale Elf one way or another, thereby making the route to Alwah that much simpler.
Report the good news to Larha. You'll earn a major gain of reputation with the Fangs, and a moderate gain of reputation with Twin Elms.
Alwah will arrive with her thanks shortly thereafter. If you speak to her, she is willing to teach you the Blooded Hunter (+1 Piercing and Slashing Damage Reduction, +1 Stealth) talent.
