The Luminescent Adra Shard is on the altar at #5. Click on the large crystal at #6 with the Luminescent Adra Shard in your possession, and the shrines in a ring around the crystal will become active. That means you can now pray to the Gods.
The Shrine to Rymrgand is at #9. Pray with the words, "All life ends in stillness." Berath will respond with a vision that ends with the words, "My end comes to all things in time. Seal the Frost-Hewn Breach and instruct the pilgrims in the patience of Rymrgand."
You'll also get a Glowing Ice Shard in your inventory. Rymrgand will want you to use the Shard to seal the Frost-Hawn Breach, but without any of the Pale Elves in Noonfrost passing through that breach.
I will first describe how to do this quest without having any of the Pale Elves go hostile against you and attack you. Vesgel will be in the room at #2. She'll warn you that only a shrine to the east is open to visitors. The rest of the Noonfrost is off limits.
To elaborate, if you see an open passageway without any doors, proceeding beyond will not cause any Pale Elves to go hostile. Going through any doors when there are Pale Elves around to notice it will cause all of them to go hostile. Doors that don't require a specific key to open are marked with 'd'.
The chest on the altar at #5 will have the Blue Crystal Key. If any Pale Elves are around to see you even open the chest, they'll all go hostile.
The key itself opens the door at #12.
A chest at #13 will have the White Crystal Key. The key itself opens the door at #14.
*Note* When going about the west wing, it is best to avoid any Pale Elves that may patrol westwards from the central rooms to avoid the Pale Elves going hostile.
The hidden button at #16 will open the gate at #17. It is adviseable to have your Stealth character press the button while in scouting mode so as to avoid being detected by the Pale Elf Sorceress who hangs out near the bookcases along the north wall of the room.
Also, if you want to get your entire party through the gate without the Pale Elves going hostile, it is best to wait until the Pale Elf Sorceress goes to the west side of the bookcases and then sneak through.
The leader of the Pale Elves, Glasvahl, will be at #19. If you made it through without any of the Pale Elves going hostile, he'll be willing to speak to you.
It will take a Resolve check of 17 to persuade him to voluntarily give up on trying to get through the Breach. If you succeed, he and the rest of the Pale Elves will evacuate.
Alternatively, you can give Glasvahl the Glowing Ice Shard with the result that he and the rest of the Pale Elves will go through the Breach. Keep in mind, though, that this is the exact opposite of what Rymrgand wanted. If you pursue this course, you will need to make an Intelligence check of 19 when next you speak with Rymrgand to successfully complete the quest.
A different way of completing the quest is to simply slaughter everything in sight, finding the keys and using them to open the doors as you go along. Or you can sneak your way to Glasvahl and then pick a fight with him when he tries to speak to you. If it does come down to hostilities, take him and the Priestess out first and foremost. The loot will include:
Now return to Rymrgand. If you convinced the Pale Elves to send themselves through the Breach, you will have some explaining to do. You must make an Intellect check of 19 if you still want to successfully complete the quest. If you can't, you won't be able to complete the quest and you won't be able to obtain Rymrgand's favour.
Otherwise, Rymrgand, along with Skaen and Odra, will request that you allow the souls taken by Thaos to fade into utter oblivion. They in return will help you reach Thaos. You do not have to commit to this right away, and can in fact make it clear that you may want to hear what other gods will want and offer in return so as to keep your options. If you accede to Rymrgand's requests in preference to requests made by the other gods, that will in turn conclude the Council of Stars quest and you will receive the Rymrgand's Boon (+1 Constitution, +1 Survival) talent.
