Imatl is at #26 on the Ondra's Gift map. He is apparently the sole survivor of a ship that crashed ashore. You can choose Cruel, Passionate, Rational or Stoic replies to this initial revelation.
He would like you to recover pieces of an Engwithan Scepter that lay at the bottom of the shallows. He suggests that if the pieces you find can be re-assembled with the one he's carrying, it can be sold to an interested Animancer in town. Diplomatic and Rational replies are possible in response to his request. A Survival check of 7 will also reveal that his ship was attacked by Animats.
Spots labelled #13 are stairs that lead down into the shallows, but only when the sun is up.
Bring all three pieces back to Imatl and bargain for the piece he's carrying. He'll offer you the piece in exchange for giving him 200cp. You can lower it to 100cp by insinuating that the destruction of his ship occurred in a way that would dent his reputation.
Alternatively, making a Might check of 14 that also earns Aggressive disposition, or a Dexterity check of 14, can convince him to give you his piece for free. The cost though is that you'll acquire a moderate gain of negative reputation with Defiance Bay.
Nans will be at #4 on the main floor of the Sanitarium. She will initially offer 500cp for the pieces you've gathered. However, making a Perception check of 14 or a Lore check of 4 opens up other possibilities.
You can either accept the raised price of 700cp for the pieces, or you can explore having her assemble the pieces together into the complete scepter and then purchasing it from her.
Her initial fee for putting it back together is 1800cp. However, if you can make a Resolve check of 13 then you can convince her to lower her fee to 1500cp. If you have her assemble it and then purchase it, at whatever price, you will gain the Engwithan Scepter.
