The Edict of Arrest will be on a table at #6 on the Crucible Keep map. It basically calls for the arrest of an Orlan fugitive named Eorn, who's wanted for murdering one of the Knights of the Crucible. This is one way to trigger the task
Eorn can be found at #8 of the Copperlane Catacombs map. Simply speaking to him for the first time will also trigger the task. There is more than one way to resolve this encounter:
You can take him prisoner if you have rebuilt the Dungeons of your stronghold. You get no extra reward for this choice.
You can kill him, which Aggressive and Cruel dialogue options will lead to, or indicate to him that you're taking him to the Knights, which will provoke him into attacking you. He'll leave behind a Fine Mail Armor and Rabbit Fur Gloves. You can then inform Aldmar, who's at #2 on the Crucible Keep map. He'll reward you at least 200cp, and up to 250cp if you press him for more. A Benevolent option is satisfied with the 200cp. You also get a moderate increase in reputation with the Knights of the Crucible.
You can leave Eorn without fighting him, and then inform Aldmar. Aldmar will give you 200cp and a minor increase in reputation with the Knights of the Crucible. You'll find the Fine Mail Armor and Rabbit Fur Gloves when you return to Eorn's spot at #8 in the Copperlane Catacombs.
You can choose a Benevolent option that gives him 300cp so that he can escape Defiance Bay. You can subsequently find him at #3 on the first floor of the Dracon Inn. Speaking to him then will result in a minor gain of positive reputation with Dyrford Village. Choosing this option apparently does not result in any falling out with the Knights, but getting a reward from them is no longer possible.
