You will not be able to start the quest until you have completed the quest called At All Costs. The entrance to the Vailian Embassy is at #9 on the First Fires map.
Vicent Agosti is at #3 on the Vailian Embassy map. He wants you to investigate a mercenary group making trouble called The Forgotten, but without killing them outright so as to avoid bringing any scrutiny on the Embassy.
The Forgotten can now be confronted at #4 on the Aedelwan Bridge. The group consists of Orimath Hassan, plus Elvara Zylthwan, Anveriom Damondrad, Harkeen Willthorm, Tobi and Lilian.
You could decide to simply attack them at the outset. A disadvantage to this approach is that Lilian, who's a Rogue, will approach from behind and likely hit your squishy spellcasters very hard.
The other approach is to try to negotiate with them, as per your instructions from Agosti. One dialogue option will actually give you Deceptive disposition, while the other has no effect on disposition. However, Lilian arrives and blows your cover, so a fight becomes necessary. The advantage here is that at least Lilian will be facing you head on, and won't have any party members flanked, at least not to begin with. This can be a challenging battle, so use your spells generously. Elvara and Harkeen are both Wizards, so make them a priority. Keeping them occupied with summons often works.
